In annealed 4140, I'll run 1100 sfm and .014" a tooth. Going about .070 deep. stepping over 2 inches. I use about the same parameters with garbage steel. I can move hundreds of pounds of material on a corner at that rate. If your #'s are RPM's and Feed in IPM, you're running around 1650sfm and .016 of feed per rev (not tooth, per rev).

FR = Chipload x nb_flutes x RPM = 0.002 x 1 x 19 000 = 38ipm, round that to 40ipm, i.e. exactly what you said. So it's not so much that you can admit different chiploads on a single flute versus 2 flute, it's that you adjust feedrate to get the same target chipload with either a 2 flute or a single flute. At least in my approach, that is.
